How i can connect a thermophile with arduino? there are something to amplifier the signal from <1V to 3V? Why if i make an analogRead on a pin without any connaction the value readed is near 700-800?

If you need to heat and cool you are going to need an h-bridge. If your just heating or cooling you can use a single transistor to turn it on and off. And you should defiantly monitor the temperature. It only take a few seconds for these to get so hot they desolder themselves and fall apart. You probably can't heat or cool very much using the current drive out of a pin on the processor. You probably need to drive an amp or more.

the thermopile is an analog IR sensor for measuring temperature http://www.farnell.com/datasheets/91976.pdf

Hmmm, not much info in that datasheet...
