Missing Q2 on chipKit Max 32

My Max32 board is missing Q2 so the pin 13 LED doesn't work. Is this typical?

No Scott that is not typical. Q2 should be loaded. This is a manufacturing error that should have been caught during the manufacturing test of the board. We're going to investigate our test procedure to figure out what happened and close the hole.
