Looks really good. I have done something similar, but I used the OC module to trigger the 10us pulse and then set the timer to a period that is long enough to not interrupt the current ping in progress. It was a trade off between using another resource and removing an extra ISR to retrigger the next...

Could you print IPC8 to the console to ensure that the priorties are being set. Perhaps there is something in the header that is assigning your priority values to the wrong address.

This may be a silly question, but do you need to set the sub-priorty level to something other than zero? For example: setIntPriority(_CHANGE_NOTICE_A_IRQ, 6, 1); Reading in the datasheet it says setting to 0 turns it off, but it didn't seem explicit to me whether that was only the group priority or ...

I didn't see it anywhere in your posts, but did you configure jumpers that select between Analog inputs and I2C interface? I beleive they are J6 and J8?

If you have communicated with other modules with I2C, the you obviously have them set correctely. Just a guess.

You need pull-ups on both lines (A4 and A5) so if you have you circuit set up like your picture it is wrong. Repeat for A4 the same as you did for A5.

I don't see anywhere in your code where you set the chip select pin, for starters. Is there a reason you are programming in C instead of using MPIDE with the Setup() and Loop() functions?
